County Report 2026-08 update

County Council

In July the council passed several motions including,

  1. A motion relating to highways run-off and pollutants entering watercourses. This is a huge problem with every metre of every road potentially being a source of pollution. The Council resolved to work with partners to identify any grant funding in order to assess the scope of any possible pollution in known and potential sensitive habitats, to understand the content of any pollutants and to determine the scale of any challenges.
  2. A motion to ask officers to identify how existing CCC work, can better support young people with SEND and not in education, employment or training to access employment programmes, within existing resources.
  3. A motion asking the CPCA to consider producing a support and information pack for Cambridgeshire businesses to encourage them to explore investment and partnership opportunities which may be available with companies working in Ukraine.

 

Highways and Transport Committee

On Tue 30th June the Committee received a paper addressing the motion agreed at Full Council on 17 March which provided an update on the improvement scheme at the A10/Humphries Way junction. The detail of that paper was in my July Report. A public question was asked about Humphries Way and I submitted a written statement to the Committee, as I was not able to attend.

The Report stated,

“3.6 The Infrastructure and Project Delivery service will develop the value engineered design and costing and take it through a suitable procurement route. This work will support development of a viable scheme and feed into the prioritisation process for the Local Transport Grant scheme specific programme. The proposed timescale for design and delivery of the Humphries Way junction to ensure it can be delivered in accordance with the Section 106 agreement is set out in Table 1.

Local Highway Improvement Projects 2026/27 – prioritisation

I was a member of the Panel that considered 17 Complex Local Highway Improvement projects proposed and presented by parish representatives in the South of Cambridgeshire. Each project is scored against standard criteria. One of these was from Landbeach PC but members do not score projects in their own Division. A great deal of work goes into preparing these applications, by parishes and officers alike. As a result, members are considering a wealth of supporting evidence and do our best to score the project in terms of viability, public benefit, cost, evidence of local support, practicality and if it will deliver the desired outcomes. The results of the prioritisation will be published as a paper for the Highways and Transport Committee on 6 October 2026.

 

Trees – Landbeach – High Street

Following a resident request, in June I sent photos to County Estates, asking them to arrange for removal of Ivy from the Ash trees lining the east side of High Street. Seeking an update yesterday, the officer advised me that she had been off work for a month following an accident but would follow up now, handing over to a colleague at the end of August, when she will go on maternity leave.

 

Highways and upcoming work

 

A14 – Junction 33 Milton – on and off slips  

Will be closed overnight (0800 – 0600) between August and September for electrical works on behalf of National Highways. Diversions will always be available.

 

Milton and Landbeach

A Section 85 notice has been in place since June 2024 on the land associated with the GCP Waterbeach to Cambridge Busway. This prevents new works jeopardising the proposed works.

 

Milton resurfacing! Cambridge Road-High Street-Ely Road

Resurfacing of the roads all the way from Tesco to Ely Road, is being planned overnight, in phases from 10 August to Tue 1 September.

  • Location: Ely Road, Milton, between the Tesco roundabout and the A10 junction
  • Start date: Monday 10 August 2026 (anticipated)
  • Times: 20:00 – 06:00 (overnight)
  • End date: Tuesday 1 September 2026 (anticipated)
  • Duration: 3 weeks (anticipated)
  • Traffic management: Full Road closure with signed diversion route

 

If you live or work inside the closure, you can ask to pass through. Traffic management staff will assist you where possible.

 

Whilst there is a bus diversion in place, the Stagecoach Citi2 bus service will only be diverted while works are taking place between Tesco and the Waggon and Horses on High Street. Milton – Cambridge Road – DYLs (gaps) on the industrial estate are due to be completed in August.

 

Milton – River Cam towpath

I have been advised by the Public Rights of Way officer that we should see two cuts during the summer, of the section Bridge Pub, Clayhithe down to Water Street in Cambridge. The first of these was done May/June and second cut would normally be done July/August but this cut is being delayed until Sept/Oct (as there has been little grass growth. The southern section between Baits Bite Lock and Water Street in Cambridge will have scrub clearance in Autumn 2026.

 

Chittering

There will be a road closure on School Lane in August, for installation works by BT Openreach.

Access will be enabled to all homes during the works.

 

A10 Cambridge to Waterbeach – we wait for white lines

After Waterbeach Parish Council meeting in July, I asked for an update from the Highways Officer and received the following response,

“There is no update regarding the lining and studs survey at present. The survey has now been completed, and the findings have been reviewed.

At present, CCC projects team have been given the survey results there are still discussions to be had around how the 13 miles of lining can be delivered.

I apologise that I am unable to provide a more definitive update at this stage. I appreciate that this may be frustrating, and I understand the importance of having greater certainty around the programme. As soon as CCC have concluded their discussions and a confirmed plan is available, I will ensure that you are updated without delay.”

 

Cambridgeshire and  and Peterborough Combined Authority

The Combined Authority has proposed revised bus routes for the ‘T’ services it runs. Locally that means,

“Cambridge Revised Service A will replace service T2 and part of the T3 between Milton Park and Ride and Trumpington Park and Ride. The section between Newmarket Park and Ride and Milton Park and Ride is withdrawn due to low passenger numbers and alternative service 100 available.”

Local Government Reorganisation

Remind me – why LGR?

The Government wants to reduce the number of councils and simplify the way we access and receive local government services. New unitary councils will provide all council services in the areas they serve, replacing the seven existing county, city and district councils across Cambridgeshire and Peterborough. This process of change is known as Local Government Reorganisation (LGR) and the Government set a number of key criteria or tests for LGR, against which all the proposals have been developed.

 

Various options for the new unitary councils were submitted by the different councils in November 2025:

Option A submitted by the County Council proposes the formation of two new unitary councils for Cambridgeshire and Peterborough – one covering the northwest area of the existing footprint (Fenland, Huntingdonshire, and Peterborough), and one covering the southeast area (Cambridge, East Cambridgeshire, and South Cambridgeshire).

Option B submitted by Cambridge City, South Cambs and East Cambs District Councils also proposes two unitary councils – one comprising Cambridge and South Cambridgeshire and the other including Huntingdonshire, Peterborough, Fenland and East Cambs.

Other options were submitted by other councils.

 

The government undertook to review all the feedback and consider the proposals in detail. We have been waiting to hear the government’s decision on LGR, about the shape and extent of the new unitary councils.

On Thursday 16 July 2026, the Government announced its decision for almost all other regions but advised that it has not yet been able to make a decision on LGR for Cambridgeshire and Peterborough. We have been advised the decision will be made by October 2026.

The elections for shadow authorities will take place, as planned, in May 2027.
