Minutes of Fen Ditton Parish Council Meeting held on Tuesday, 01st April 2025 at 7.00pm in the Marleigh

Office, Marleigh.

Present: Cllrs. G Bloomfield; V.Farrar; M.Marson; N.Moir & K. Butler;.

County Cllr : Anna Bradman, Clare Daunton, the clerk, 7 member of the public & 2 members from UK power Networks.

2025/73

Below concerns are raised from members of public:-

  • Huge concern showed by the residents on high ditch road speed of vehicles, and the cycle path disrupting it even more.

  • There is a new pole in High ditch road, what is that for – Warning of new cycle access from Marleigh

  • There is no dog bin in new site of Marleigh Park.

  • Any update on insurance liability covers land by the barn-Green End – Pending

  • Resident showed his discontent on the decision taken by Parish Council on his complaints (Heat Pump/Right of Way and Encroachment)

  • County Cllr Clare Daunton addresses the concern over High Ditch Road Speeding and new cycle path coming on to it, she shared a report from County Officer:-

The cycle was secured by planning to active pedestrian and cyclist access to open country side for leisure purposes and the intension isn’t just to encourage you to travel east west north high ditch road instead to cross the low fen drove way as per the plan below. Noting high ditch road is subject to reduce speed limit we did ensure that the crossing has all necessary visibility for safe crossing. This crossing is currently under construction but waiting to have warning signage installed. For context this crossing is an extra active route for Marleigh development inclusive of a bridal way link to New Market road, pedestrians/cycle lane towards Newmarket road and Ditton lane. The crossing towards Low Fen Drove way is specifically a request of the British Horse Society during the planning process, the access for pedestrians/cyclist to travel along high ditch road that is not the intended purpose, for those who wish to travel to the east or west the development itself providing a high quality and more direct connection elsewhere.

  • There is a potential for provision of extension of the existing buffer zone on high ditch road from 400m to 1.1 km.

  • Gathering feedbacks from residents of high ditch road on speeding to make the case stronger – Action Residents/Parish Council.

  • Following my requests since April 2023 work appears to be imminent on Church Street and Green End. I have been advised that initial works should be done by end of March 2025. However, in recognition that this will likely require major works, I submitted a request to the Capital Maintenance Programme.

Clerk’s report and matters arising from the Minutes.

  • There was a broken letter box of the community centre, and many of Parish’s important post was lost and later found in the bushes. Few immediate actions are taken, changed the provision for statements from hard copy to online. Took up the issue with Hills and suggested to have a door access for the post man to deliver the posts inside the building.

  • Funding approved by the County Council to replace the slabs on Ditton Lane with the same Tobermore wall we have installed elsewhere along the road.

  • Cllr Graham Cone may help to find out the ownership of the Cemetery fence-East, planting of bushes in the East.

  • Some pricing from the suppliers has come in for the Play Equipment, however it exceeds our set budget, Cllr Chloe Wills-Eve is working on a plan to accommodate with in our limits.

  • Jimmy Ames and Philip Wood from UK Power Networks, did a small presentation on the new substation they proposed to build on land on the south east side of the roundabout where the A1303 and Airport way meet, where the new park & Ride has been proposed, This project will also include installing new underground electricity cables linking the substation to our current substation in Fulbourn. There was a question/answer round as well:-

(Q) When is the expected start date?

(A) Potentially from September 2025

(Q) When High Ditch road will be closed for the work?

(A) Date not disclosed yet.

(Q) How will the residents come to know about it?

(A) A letter will be sent to the residents before hand.

(Q) Will there be an open access for the pedestrian/residents/cyclist?

(A) Ensure minimum disruption to the residents during the work.

(Q) Is there an inspection on Ancient artefacts?

(A) There is no imposed restriction on this section, but they will check with County Council. (reply received in email)

  • Bank Reconciliation – Q4 and FY 24-25 will be ready after the payments are made for March 25.

  • Internal Audit is booked on 14-Apr-25 with Heather Heelis.

  • Rospa inspection for play are Recreation Ground booked for April 25, there will be a fee charged if someone from the council would like to accompany during the inspection, double check with them if it is possible to let us informed before the visit, Cllr Kim Butler is interest to join them without being charged..

  • Cllr Charles Jones has resigned from his position effective 01-May-25.

  • Ask SCDC to share the feedbacks of residents on Voi-Scooter with Parish, may issue Freedom of Information Act.to get the data if necessary.

  • Speak to Cllrs offline and decide the date of the farewell, preferable sometime in May 25.

Cllr Nick Moir will be replacing Cllr Charles Jones as a signatory in Unity Bank – Business Saver, Current Account and NationWide.

Cllr Kim Butler and Cllr Mandy Marson are designated to review the contract and make a decision on Clerk’s position becoming permanent. (Delegated Power)

It should be noted that no decisions can lawfully be made under this item. LGA 1972 s12 10(2)(b) states

that business must be specified, therefore the Council cannot lawfully agree any matter that is

not on the agenda.

Cllr Charles Jones recommended to be appointed as an Advisor.

Cllr Nick Moir will submit a proposal for having a disabled parking outside the Church.
