Minutes of Fen Ditton Parish Council held on Tuesday, 6th August 2024 at 7.30pm in the Marleigh Office, Marleigh

Present: Cllrs. Bloomfield; Devine, C. Farrar (Hofman); V. Farrar, Jones, Lee; Marson; Moir.

Present: Dist. Cllr Hofman(Farrar); Cnty Cllr Bradnam ; the acting clerk and 4 members of the public.

To receive apologies. Apologies were received and accepted from Cllrs Jones, Butler and Dist.Cllr Cone all for personal reasons.

Open forum for members of the public
Council wished to minute thanks to Cllr Jones for all his work/help organising The Bumps this summer.
Members of the public raised concerns about:
The planning appeal for 23/03246/FUL
Change of use of an agricultural building to 1 No 2 bed dwelling house, 8 High Ditch.
Motor bikes on High Ditch Road during the night.
The widening of the cycle lane on Ditton Lane but residents were reassured that this will improve safety and accessibility for residents.
Playground – the general upkeep or the play area and that some of the equipment is damaged.
The state of the cemetery

To approve the Minutes of the meetings held in June and on 2nd July, 2024. These were both agreed to be true records of the meeting and signed.

To receive declarations from Councillors as to the disclosable pecuniary and non-pecuniary interests in relation to any items on the agenda. Cllrs Devine and Marson declared an interest in the planning appeal for 23/03246/FUL as the applicant is known to both of them and will take no part in the discussion.

To receive reports from and questions to:

  1. County Councillor/s – there was no report

  2. District Councillors – a brief update was given with particular reference to GP surgery and access.

  3. Locality – a report was circulated

Clerk’s report and matters arising from the Minutes

  1. Office Business Rates update – Cllr V Farrar has requested a refund on the VAT paid for the office.

  2. Green End action updates – CCC have been contacted regarding blocking of the footpath, the Land Registry (there is another link to follow to report further) and the Clerk will double check with compliance.

  3. Council to note the post boxes have been moved to outside the office so the post can be delivered and it is hoped that a notice board will be installed.

To note money received there was no money received.

It was noted that the clerk does not have access to the bank account and cannot upload payments for approval. It was agreed that a letter could be sent (as suggested by Unity Trust) to change Cllr Jones access to allow him to do this and then access can be arranged for the new clerk.

Pavilion:

  1. Bookings – there have been some enquiries but not yet actioned

  2. Consideration of options for refurbishment of the pavilion it was agreed that costs be sought to update and improve the inside of the pavilion.

Recruitment of new clerk

  1. Interview update and recommendations. Council took the recommendation of the interview panel for the appointment of the new clerk subject to satisfactory residents.

  2. Review of contract. The contract has been brought up to date and Council thanked Cllr V.Farrar for his work on this.

  3. Consideration of updating job description. It was agreed the job description should be updated. Action Cllr V.Farrar

Village Maintenance and grass cutting – there are areas of the village that are not being maintained and that a contract has not been signed a draft contract has been emailed Cllrs.

It was agreed Cllr C.Farrar and the new clerk will meet with the current contractor with the view of agreeing a contract. Action Cllr C. Farrar and the new clerk.

Cemetery –

  1. To review request for a memorial to replace an old one to accommodate additional names.

  2. To consider organising a tidy up

  3. To consider reviewing the Cemetery regulations. It was agreed for the clerk to put a draft document together and carry out a bench marking exercise. Action the Clerk.

To receive correspondence – there was no further correspondence

Keys
i. Audit – a review of who has which keys a spreadsheet will be sent around for councillors to fill
. Action the Clerk.

ii.Key boxes – Council to note one has been fitted outside the Marleigh office and to consider if it might be useful to have one fitted outside the pavilion. Action the Clerk.

Fireworks – consideration of holding a display on Friday 8th of November. It was agreed to contact our insurers regarding the patrolled safety tape and cone barrier that is installed to check this is adequate. It was also recommended that council contact the South Cambs Safety Advisory Group. Action the Clerk.

Emails – review of who cannot access/having problems with pc emails and options to resolve issue. It was agreed to contact Eyelid Production who set up the email system to request access so the emails can be checked. Action the clerk.

To accept notices and matters for the next agenda

It should be noted that no decisions can lawfully be made under this item. LGA 1972 s12 10(2)(b) states that business must be specified, therefore the Council cannot lawfully agree any matter that is not on the agenda.

The next meeting of the Council will be held on 3rd September
