Minutes of Fen Ditton Parish Council held on Tuesday, 1st October 2024 at 7.30pm in the Pavilion, Church St.
Present: Cllrs. Graham Bloomfield , George Devine, Carla Farrar(Parish & Dist), Vince Farrar, Charles Jones, Nick
Moir.
Present: Cnty Cllr Anna Bradnam, Cnty Cllr Claire Daunton and 2 members of the public.
1/119 Apologies received from Cllr Mandy Marson and Dist Cllr Graham Cone
2/120 Cllr George Devine is elected as the new Vice Chair.
3/121 Declaration is signed by Vince Farrar (Chair) and George Devine (Vice Chairman).
4/122 Kim Butler is re-elected as a councillor.
5/123 Open forum for members of the public;
In High Street the speed sign is 20 mph, however in Church street the sign shows 20mph
zone ends.
Looking for an update on 3 ongoing issues of Green End;
Parking blocking the right of way.
There is a reservation about its ownership of the land where ASHP is installed, and
Hedge encroaching to the right of way.
Add one of the member of public to the mailing list of Parish Council website.
Is there any plan for repair of the pavements in the church street by LHI ?

i. County Councillor/s – Fen Ditton was not awarded for 20 mph zone.
In GCP meeting held on 12th Sep 24 New Market Road park and ride is going to
be moved, proposed site is P1 airport.

i. Propose to amend budget 2024-2025- Duplicated.
ii. Grass Cutting – Recent maintenance work not being completed as per contract.
Council agrees that Cllr Carla Farrar and Indira will examine in more detail and
make a decision on his invoices payments of Aug and Sep 2024.
iii. Update on new accounting system – Received training on SCRIBE, and found it
intuitive. Payments/receipts of FY 24-25 since beginning of Apr will be updated
asap.
iv. Bank account Status – Remove previous clerk from the bank mandate, still
showing active. Indira has received online banking ID password.
v. Key Audit – No update
vi. Play area repair – Commercial Play quote of £2,400 for the play area repair has
been approved, the job is to be done in the mid October 2024, 30% advance
payment to be made as per contractors T&C’s.
vii. Building user group – Already decided in previous meeting (duplicate).
viii. Propose to set up a WhatsApp group with all the councillors and clerk.
ix. Update on Marleigh Community Development Steering Group meeting was held
on 25-Sep-2024 in FDPC office premises.

the decision.

Proposed the next phase of repair to the church wall – The church quinquennial is in December, to be
discussed afterward.
Proposal – to install Bollard in Wadloes foot path to restrict any type of motor vehicle is
declined, the land isn’t in Parish’s possession.
Recreation ground meeting date is not decided at the meeting, send email to all the cllrs to
finalize a date.

It should be noted that no decisions can lawfully be made under this item. LGA 1972 s12 10(2)
(b) states that business must be specified, therefore the Council cannot lawfully agree any
matter that is not on the agenda.
To resolve to carry out agenda items in closed session in accordance with Section 1 of the
Public Bodies (Admission to Meetings) Act 1960, because publicity would be prejudicial to
the public interest by reason of the confidential nature of the business to be transacted.
The next meeting of the Council will be held on 6th November 2024.
