Minutes of Fen Ditton Parish Council held on Tuesday, 3rd December 2024 at 7.00pm in the Marleigh Office, Marleigh

Present: Cllrs. Kim Butler,Graham Bloomfield ,Nick Moir, Carla Farrar, Vince Farrar,Charles Jones &Mandy Marson.

Present: Cnty Cllr Claire Daunton; Dist Cllrs Graham Cone, and Carla H and 4 members of the public.

Apologies were received and accepted from Cnty Cllr Anna Bradman.

2024/73

Open forum for members of the public

The Dog waste receptacle in Green End pumping station needs replacing.

Request to altering the speed sign limit in Church Street to 20mph until Green End.

The Old Horningsea cycle path leads towards the river, causing confusion for cyclists.

A position is vacant in FenDitton Rec, and £1500 from the FenDitton kitty can be allocated for environmental development.

Minutes of meeting of November 6th, 2024 will be agreed in the next meeting.

2024/75

Non-pecuniary interest declaration by Cllr Charles Jones in Planning for the removal of Pine Tree.

Non-pecuniary interest declaration by Cllr Nick Moir for Churchyard and tree inside the Church.

2024/76

A verbal report is given and main points are as follow:-

Working with LandTrust of putting emergency plan in place for Marleigh.

Following up with GCP for Church Street speed sign.

Update on Marleigh phase 3 planning meeting.

The application submission deadline for fuel allowance for pensioners is on the 21st Dec 2024.

2024/77

Clerk’s report and matters arising from the Minutes.

Bank Reconciliation in new accounting system is completed and signed by the clerk and Cllr Charles Jones for Q1 and Q2.

The amendment to the Unity Bank account mandate is currently being processed by the bank. .

Grass Cutting-The tender has been issued and is awaiting new submissions.

Update on Cemetery- None.

Update on VAT Return- Haven’t succeeded in accessing the government gateway yet.

Update on Budget- None

Update on Solar Farm – A virtual call has been set up for Horningsea, Stow cum Quy, and Fen Ditton parishes to discuss the matter on 11 Dec.

Update on Green End – Ongoing.

IT Infrastructure update – The Nextcloud private cloud Enterprise collaboration platform is now fully operational, allowing Councillors access to all council files, task schedules, calendars, email, proposed items for agendas and action plans, links to online accounting, banking etc. Separate calendar for pavilion bookings. Any Councillors can have access via a VPN to their home PC, just ask. Instructions manuals are available online.

A separate private online file store is also almost full operational, just one backup drive to be added, to make a third backup. One backup is in house the second is now at a remote server in London. This server also provides the VPN remote access to the system.

Two new office PC’s also installed, one is available to guests and Councillors for ad-hoc use. The Clerk’s PC is now automatically backed up every hour.

Final items to complete the project are the power units and wall case, which are in the post (from China).

The office CCTV is now working, recording is triggered by movement, sound is also recorded. Recordings are automatically deleted after 30 days. Notice signs to be installed asap.

Progress Report Roads and pavements surfaces Church Street – Following up with GCP.

Update on Marleigh Resident Association Group – Under S106, the Land Trust is required to set up and sponsor a resident group. MRA group will revert to us post investigation.

Fen Ditton Parish Council has no objection in principle and welcomes
the provision of allotments as part of the development. We are pleased
to see previous comments around the parking provision have been
addressed with a 50/50 split between disabled and other parking. However
it is not clear from the submission if the following matters the Parish
Council previously raised have been addressed within this resubmission.
We would therefore be grateful if officers could take the following into
consideration in the determination of this application to discharge
conditions.
1) Fencing – The rabbit proof fencing must be upgraded to be able to
counter muntjac jumping over. This is extremely desirable in this area.
2) There should be space provision where a skip can be dropped off or a
truckload dumped so users can share a load of Amey Crespa soil
conditioner from Waterbeach.
3) A smallish area for dropping off and storing woodchip for holders to
help themselves will also be useful. Local tree surgeons may source it
and it is very useful in no-dig or around raised beds
4) the spine access (shown as breedon gravel path) track should be wide
enough for a Madingly Mulch or similar flatbed with 1/2 or 1m3 bags of
garden materials to be delivered to individual plots. This may mean
having a turning circle at the far end for cars or a flatbed unless the
idea is the gates the eastern end can be opened by arrangement.
5) There needs to be bin store near the shed for blue and black bins.
6) There should be a toilet accessible from the outside. It may not need
a full foul drain connection if a composting or septic tank is
used.”

Fen Ditton Parish Council recognises that the LDC has been submitted to establish a baseline for the future redevelopment of the farmhouse on site with a larger property, in a Green Belt context. Whilst the Parish Council understand they will be consulted on that application in due course, we would set out here that we are in support of those aspirations.
In that context, specific to the current LDC, Fen Ditton Parish Council has no evidence that would contradict the submissions made by the applicant, and anecdotally Councillors would agree with the case set out within the LDC submission.

Fen Ditton Parish Council are strongly opposed to the DCO proposals for a new WwTW which this application relates to and would stress that the comments below do not change, nor prejudice that position. Whilst having no objection in principle to further monitoring, the Parish Council is concerned that the submission is light on detail – in summary what is the additional information that will be gathered over the proposed 12 month extension, and why was the previous 36 month timescale not sufficient?

The request to install a dog bin somewhere between lay-by the BP garage, Quy Waters Newmarket Road is declined in the meeting.

2024/82

The grant application of £50 from Fen Ditton gardening club for maintenance and planting around the War Memorial in 2024 is been approved.

2024/83

Proposal to spend £200 more on high quality projector is approved.

2024/84

£50 is been approved to spend on Christmas celebration hosted by Land Trust for the Marleigh community on 6/12/24.

2024/85

Checklist for finances VAT Refund/Bank Rec/Internal Audit/Website publish will be published quarterly and It is been approved to go paperless. Councillors are advised to authorise payments/expenses only after proper submission of invoices/receipts.

2024/86

It is approved to remove the Hornbeam from outside 29 High Street and relocate it to the Recreation Ground and plant Quince, Medlar, winter Cherry and Hawthorne in its place. Cllr Nick Moir will verify with the resident if they are content with it.

2024/87

The initiation of research to redesign and install new play equipment in the play area has been approved. Cllr Kim Butler, Mandy Marson and Graham Bloomfield will conduct the research and propose the plan, also incorporate it into the budget FY 25-26.

2024/88

Proposal to maintain and repair of notice board has been sanctioned, Cllr Kim Butler demonstrated interest and asked for the submission of quote.

2024/89

Cllr Nick Moir will lodge the faculty application to clear High street extension Church wall internal clear all vegetation and remove one tree and permanent method of killing the roots.

2024/96

It should be noted that no decisions can lawfully be made under this item. LGA 1972 s12 10(2)(b) states that business must be specified, therefore the Council cannot lawfully agree any matter that is not on the agenda.
